PURPOSE
The Maryland Classified Employees Association, founded in 1935
by a group of State workers motivated to protect the merit system
from political interference, is the State's oldest and largest independent
labor organization for public employees. Our union is an active
and powerful advocate for public employees. We provide affordable
group benefits and professional representation, and fight for rights,
privileges, job security, and better wages. MCEA protests privatization,
harmful changes to employees' pensions, and unfair compensation
issues. Over the years, MCEA has secured most of the benefits State
workers currently enjoy, including the State Employees Credit Union,
leave, and the pension plan. At MCEA, the members run the show.
Members elect the board of directors, determine the dues, and approve
the budget. MCEA monies do not fund interests in Pennsylvania, California,
and other states. Our funds stay in Maryland, and our professional
staff is always available to serve you.

REPRESENTATION
As the union for more than 15,000 Maryland public employees and
retirees, MCEA uses its political clout and legal power to advance
employees' interests.
MCEA: Represents members before employers in administrative hearings,
the courts, and the legislature
- Negotiates thousands of dollars in back pay in grievance wins,
gets unfairly fired members reinstated to their jobs, and suspensions
rescinded
- Does not hesitate to file a lawsuit against the State of Maryland
when public employees are wronged, and has appealed cases to the
U.S. Supreme Court involving extended hours without pay, massive
terminations, and privatization of State jobs.

MEMBERSHIP, BOARD OF DIRECTORS, AND STAFF
MCEA is the only union to put the rank-and-file at the helm. Members
run the organization democratically through a committee structure
and the Annual Convention, which is attended by delegates elected
by the Association's chapters. The Convention sets policy for MCEA,
approves an operating budget and dues structure, adopts a legislative
agenda, and elects from the rank-and-file Officers and at-large
members to the Board of Directors.
Between Conventions, the 21-member Board, led by the President,
establishes interim policies and directs MCEA programs. A staff
of labor relations, communications, membership services, legislative,
and information system professionals, under the direction of the
Executive Director, implements MCEA policies and programs.

CHAPTERS
More than 150 local union chapters
are actively bringing member concerns to MCEA. Chapter leaders organize
and empower members, hold meetings, and work for the betterment
of the entire Association.
